As revealed in Barbara Gordon: Breakout and recent issues of Batman, Barbara deliberately got herself arrested by a TUCO squad. After a series of deaths in Supermax, Barbara decided that Savage's prison needed to be brought down from the inside, getting herself arrested to enact a mysterious plan.

Due to Supermax's secretive construction and renovation, the Bat-Family don't have reliable plans for the building, making any kind of rescue mission impossible. It's up to Barbara to find what she needs to know to bring down Supermax, then orchestrate her own escape.

It's a cool narrative decision for DC to maroon Barbara Gordon in a location where the wider Bat-Family can't help her, but perfectly fitting for one of DC's most competent and versatile heroes. Barbara has the genius intellect to figure out Savage's plans, and the martial skill to fight off Supermax's prison gangs in the meantime.

There's also something of a personal reason for Barbara to go after Vandal Savage, who has corrupted the police force that her father dedicated his life to improving and redeeming.
