HBO Max's series is breaking a big unspoken rule of original HBO TV shows. Back when HBO first got started, one of its major selling points was that it wasn't network television. It was a premium channel that cost extra, and you paid extra for the types of shows that networks were not allowed to air.
While network shows had to edit for objectionable material, HBO never did. That's why in The Sopranos, Tony (James Gandolfini) can strangle a guy to death in broad daylight, right in front of the camera, while in Law & Order, bodies are covered in white courtesy curtains and crimes are described rather than shown.
HBO became the place to see unaltered TV, and creatives were given an unusually generous amount of leeway in what they were allowed to show. With the advent of streaming TV, HBO isn't the only place to go for unedited TV shows. On The Boys this season, a bunch of Hollywood bigwigs exploded into puddles of blood over and over.

Still, HBO has a reputation for not holding back when it comes to its originals. The stories there are raw and bold, and as a result, you won't find much in the way of major shows that are rated below TV-MA. John Adams and His Dark Materials are just about the only major original series that are rated TV-14.
Harry Potter will join that rare strata of HBO original shows rated below TV-MA, but Harry Potter is a franchise with a fanbase many times greater than that of either His Dark Materials or John Adams. This is the first time HBO has courted an audience with but not Game of Thrones-like sensibilities around mature content.
Most HBO Max Shows Deal With Mature Subject Matter
HBO Max is filled with incredible original TV shows and miniseries that deal with mature subject matter. One of its first popular multi-season shows was Oz, a series brazenly vulgar, violent, and not for younger audiences. The Sopranos is the poster child for the mature, acclaimed series that parents would never let their children watch.
Even the more grounded shows on the streamer are targeted at older audiences. The Wire is bracingly real and mature, as is Rome, Succession, and plenty of the other popular series on the platform. , often with very dark themes. The Night Of, Olive Kitteridge, Angels in America, and Mare of Easttown are in no way designed for younger viewers.
Harry Potter is a huge step down in terms of what mature ideas and sequences it could possibly show compared to what is already on HBO Max. It's a young adult fantasy series that definitely gets darker and more mature as the series moves on, but it's not anything like True Blood, Carnivàle, or Game of Thrones.
The Harry Potter Movie Series Began With A PG Rating But Ended With A PG-13 Rating
The Harry Potter franchise is not inexperienced when it comes to big rating decisions, though. The ratings for the movies changed multiple times. The first three films in the franchise are rated PG, 4 and 5 are PG-13, 6 drops down to PG, and 7 and 8 jump back up to PG-13.
It actually makes for some jarring shifts between films, as one movie will be almost a kids' film, and then it's followed up by something as dark as Hunger Games. By making every season of Harry Potter TV-14, HBO Max is ensuring that the series has a consistently dark, but not too dark, tone throughout.
